Sunrise Communications AG operates a mobile telecommunications facility on a high-rise building in Romanshorn. In July 2015, it submitted a building permit application for the renovation and expansion of this facility. The Office of Environment of the Canton of Thurgau determined that the planned facility meets the federal legal requirements for environmental protection. Despite numerous objections, the Political Municipality of Romanshorn granted the building permit to Sunrise. [A.] , [B.] , and [C.] filed an appeal against the building permit with the Federal Supreme Court. They argued that the facility does not comply with the limit values of the Ordinance on Protection against Non-Ionizing Radiation (NISV) and that the operator's quality assurance system is insufficient.Considerations
