The appellant [A.] is the owner of a plot (No. 2196) in the municipality of Sargans, which the Canton of St. Gallen intends to partially expropriate for the construction of a roundabout as part of a road project on Cantonal Road No. 1 (St. Gallerstrasse). [A.] filed a complaint against the decision of the Administrative Court of the Canton of St. Gallen, which had dismissed his complaint against the expropriation decision of the Cantonal Government.
