[A.] , born in 1955, is a citizen of the Canton of Schwyz. After his divorce in 2004, he moved from Thailand to [V.] in the Canton of St. Gallen in 2007. In October 2007, he travelled back to Thailand, but returned to [V.] on 11 December 2008. As he had no own apartment, he was temporarily accommodated by the Social Welfare Office [V.] in the shelter [B.] in the city of [W.] . On 11 February 2009, the Social Welfare Office [V.] submitted a support notification to the home canton Schwyz. The Canton of Schwyz later demanded a correction of the support obligation, which the Canton of St. Gallen rejected. The Administrative Court of Schwyz dismissed the appeal of the Canton of St. Gallen, whereupon the latter filed an appeal with the SFedC.Considerations
