The [X.] , born on August 8, 1987, holds the citizenship of the Canton of Appenzell Innerrhoden. He lived with his mother in the Canton of St. Gallen until April 2002, then moved to his father in the Canton of Appenzell Ausserrhoden. By decision of July 4, 2002, the Guardianship Authority of Gossau transferred sole parental custody to the father. On January 20, 2003, the Welfare and Guardianship Commission of Speicher granted cost approval for the out-of-home placement of [X.] in the apprentice home Varnbüel in St. Gallen. On May 30, 2003, [X.] left the home, but returned to his father on June 17, 2003. The Canton of Appenzell Ausserrhoden claimed reimbursement of the support costs from the home canton of Appenzell Innerrhoden.
