Domicile of the child under the parental authority of a single parent

Facts

X. was born on 18 September 1992 in the canton of Zurich, where her parents were domiciled. After their divorce in 1998, parental authority over the child was granted to the mother. In 1999, the guardianship authorities of the city of Zurich withdrew the mother's right of custody over the child, which they entrusted to a foster family in Meilen (ZH). Since then, X. has remained in the canton of Zurich where she has continued her schooling. As for her mother, she has settled in the canton of Geneva where she has been domiciled in the municipality of Meyrin (GE) since 2002. In June 2005, X.'s curator addressed a request for advance payment of maintenance to the municipality of Meyrin. By decision of 25 August 2005, the Cantonal Service for the Advance and Recovery of Maintenance Payments (Scarpa) refused to intervene on the grounds that the creditor child was not domiciled in the canton of Geneva. The Administrative Court of the canton of Geneva dismissed the appeal filed by the child's curator.
