Öffentliche Fürsorge

Die vertragsschliessenden Staaten gewähren den auf ihrem Gebiet rechtmässig sich aufhaltenden Flüchtlingen die gleiche Fürsorge und öffentliche Unterstützung wie den Einheimischen.
