1 Das Ersuchen wird von der ausführenden kantonalen oder eidgenössischen Behörde vorgeprüft.
2 Kann dem Ersuchen nicht entsprochen werden, so sendet es die ausführende Behörde auf demselben Weg, auf dem es ihr zugeleitet wurde, an die ersuchende Behörde zurück.
