Vorinstanzen bei Beschwerden gegen Erlasse

1 Gegen kantonale Erlasse ist unmittelbar die Beschwerde zulässig, sofern kein kantonales Rechtsmittel ergriffen werden kann.
2 Soweit das kantonale Recht ein Rechtsmittel gegen Erlasse vorsieht, findet Artikel 86 Anwendung.
