Art. 2 WRA
1 Das kantonale Recht bestimmt, welchem Gemeinwesen (Kanton, Bezirk, Gemeinde oder Körperschaft) die Verfügung über die Wasserkraft der öffentlichen Gewässer zusteht.
2 Wo das gegenwärtige kantonale Recht die Verfügung über die Wasserkraft öffentlicher Gewässer den Uferanstössern zuspricht, bleibt es bis zu seiner Aufhebung durch die Kantone in Kraft.
