Facts
On May 11, 2012, [X.] submitted an application to the municipality of Savognin for the construction of a multi-family residential building. Helvetia Nostra filed an objection to the construction project. The municipality of Savognin rejected the objection and granted the building permit on August 21, 2012.
On June 25, 2012, [Y.] submitted a building application to the municipality of Disentis/Mustér for the construction of a multi-family residential building. Helvetia Nostra filed an objection to the construction project. The municipal council of Disentis/Mustér rejected the objection and simultaneously granted the building permit.
Helvetia Nostra filed appeals against the decisions of the municipalities of Savognin and Disentis/Mustér with the Administrative Court of the Canton of Graubünden. The Administrative Court denied Helvetia Nostra's standing to appeal and therefore did not enter into the appeals.
Considerations
The Federal Court concluded that Art. 75b BV constitutes a federal task within the meaning of Art. 78 para. 2 BV and Art. 2 NHG. Consequently, Helvetia Nostra, as a nationwide nature and heritage conservation organization, is entitled to appeal under Art. 12 NHG.
