[X.] (born in 1965) and [Y.] (born in 1964) were married on September 14, 1990 and have four children together. By judgment dated November 2, 2005, the marriage was dissolved, and the parental responsibility and child support were regulated. [X.] was obliged to pay child support of CHF 400.-- each for the children living under the care of the mother.

After losing his job and taking up a new, lower-paying position, [X.] filed a claim with the District Court of Arbon on January 29, 2009 for modification of the divorce judgment. He requested a reduction of the child support payments.

The High Court of the Canton of Thurgau partially upheld the modification claim and retroactively lifted [X.] 's obligation to continue paying the training allowance for [B.] from February 2009 onwards. In all other respects, the modification claim was dismissed.
