The appellant [X.] is the landowner of a plot in the agricultural zone and the landscape protection area of the municipality of Kirchberg. In 2004, he received a building permit for the renovation of his residential building. However, contrary to the building permit, he completely renovated the house up to the roof structure. The building authority then imposed a construction stop and refused the building permit for the renovations.
