Facts

The complainant [X.] runs an agricultural business in [A.] (municipality of [B.] /TransA), where he keeps cattle. Since 2002, several business inspections have resulted in complaints about his animal husbandry. In 2006 and 2008, he was fined for this reason. The Veterinary Office of the Canton of Thurgau found various violations of animal welfare and medicinal legislation, and therefore imposed a ban on keeping animals on [X.] and all persons living in his household for an indefinite period, effective for all livestock, by decision of July 23, 2010.
